Calstock Homes approved, a second time

Plans to build 33 new homes on the site of a former nursery in Calstock have been approved – for the second time in just a few months.

The planning application to build homes on land off Church Lane first came to councillors in July and was granted planning approval.

Objectors had said the land could not be classed as previously developed land (PDL) and continued to raise concerns after permission was granted.

Planning officers said they now did not class the site as PDL, but as planning conditions were still being agreed for the development, decided to take a “precautionary approach” and give councillors the chance to reconsider their decision.

The planning application came before the east sub-area planning committee this morning with planning officer Matt Stevenson explaining that it was recommended for approval with the development considered to be “rounding-off” the village of Calstock.

He also highlighted a number of potential benefits including affordable housing on the site, contributions to education, open spaces, the train station and local bus service.

One objector told the committee: “This is a major development in an area that is an open greenfield area.

“This cannot be considered to be rounding off.”

Port Isaac homes approved

Local councillor Dorothy Kirk said the site was in the “heart of the area of outstanding natural beauty (AONB)” and also claimed there would be a substantial increase in traffic.

However Calstock Parish Council had given its support to the development.

Committee member Andrew Long questioned when something could be considered to be a major development and also highlighted that there had been a number of “near misses” along the roads leading to the development site.

Cllr Long said he was “really frustrated” with the application and raised concerns about the impact it could have on the AONB and World Heritage site as well as about the level of affordable housing being offered.

He said: “When you are building in an AONB and World Heritage site you need good reasons for building there.

“One is building affordable housing to meet local need. This is not doing that.”

But he said his “real frustration” was with the highways issues around the area.

Committee chairman Chris Batters backed the application and seconded approval proposed by Derek Holley saying that it was a chance to “put the issue of previously developed land to bed”.

The committee voted to approve the plans by 10 votes to four.
