Tributes Paid to Former Mayor of Penzance Roy Mann

Tributes have been paid following the death of former Mayor of Penzance Roy Mann, who passed away peacefully last month.

Roy died at Ponsandane Care Home on Thursday 11th December 2025.

Years of Service Across Cornwall

Roy was a committed town councillor for 17 years and served as Mayor of Penzance from 2008 to 2010. He then went on to hold the role of Deputy Mayor between 2010 and 2011.

Alongside his time with Penzance Council, Roy also served as a councillor on the former Penwith District Council. He was Chair of Ludgvan Parish Council for many years and only stepped down from that role early in 2025.

His public service extended further. Roy represented the former Ludgvan electoral division on Cornwall County Council from 2001 until the council was abolished in 2009. He later served on the Cornwall Council unitary authority from 2013 to 2017. He was also a member of Madron Parish Council for 42 years.

Longstanding Role at Penzance Council

Roy was first elected to Penzance Council in May 2004 as the first ever Gulval Ward Councillor, following changes to parish wards.

During his time on the council, he served as Chair and Vice-Chair of several committees and represented the council on a number of outside bodies. These included the Penzance Concarneau Twinning Association, Penwith Access and Rights of Way Forum, Hutchens Charity Trust, Penzance Welfare Trust, Golowan Steering Group, and Neighbourhoods Together.

Mayor Pays Tribute

The current Mayor of Penzance, Stephen Reynolds, attended Roy’s funeral on Tuesday 6th January on behalf of Penzance Council.

Stephen said:

“The expression ‘salt of the earth’ could have been coined for Roy. He had deep roots in the local farming community , running the family farm at Chysauster for many years before ill health forced him into early retirement and new roles as caretaker at Humphry Davy School and a care worker at the John Daniel Centre. And few can match his record of service, not just as a councillor, but as a supporter of so many local good causes.”
