Construction Plant Operative Apprenticeship Planned at Duchy College
A new Construction Plant Operative Level 2 Apprenticeship is being planned at Duchy College Stoke Climsland, with employers now invited to register their interest ahead of a proposed start in February 2026.
The course is aimed at supporting Cornwall’s construction and civil engineering sectors, where demand for skilled plant operators continues to rise. Employers are being encouraged to get involved early to help shape how the apprenticeship is delivered.
What the apprenticeship will cover
Apprentices will learn how to operate construction machinery safely and effectively, helping businesses develop a capable and job ready workforce.
Alongside core operational skills, the programme includes the chance to gain key industry certifications. These include the CITB Health, Safety and Environment qualification, as well as machinery tickets through either the National Plant Operators Registration Scheme or the Construction Plant Competence Scheme, both widely required on construction sites.
What the sector is saying
Teresa Copping, Head of Apprenticeships at The Cornwall College Group, said construction employers are clear about where the pressure lies.
“Construction employers consistently tell us that skilled plant operators are one of their biggest workforce needs,” Teresa said.
“This apprenticeship gives businesses a practical, reliable way to grow their own talent, bringing new people into the sector while developing the specialist skills that support safe, productive and sustainable growth.”
She added that the timing is particularly favourable for employers.
“Right now, it’s an excellent time for employers to take on an apprentice. There are generous incentives available for construction roles, reduced National Insurance for under 25s, and full funding for training costs for SMEs. It’s a real opportunity for businesses to strengthen their workforce while keeping costs down.”
Training at Stoke Climsland
The apprenticeship will follow the national standard for Construction Plant Operatives, covering machine operation, site safety and industry regulation. Training will be delivered at Duchy College Stoke Climsland near Callington, with apprentices attending one day per week during term time.
Georgie Radmore, Curriculum Area Manager for Agriculture at Duchy College Stoke Climsland, highlighted the practical benefits for employers.
“A major benefit of this apprenticeship is the opportunity for the apprentices to gain essential machinery tickets to meet the needs of each employer,” Georgie said.
“By gaining these certifications, apprentices can work safely and within regulations minimising risk for employers and delivering real savings in both time and cost.”
How employers can get involved
Duchy College is now gathering expressions of interest from employers ahead of the planned February 2026 launch. The apprenticeship forms part of The Cornwall College Group’s wider 1000 Futures campaign, which aims to create 1,000 new apprenticeship opportunities across Devon and Cornwall, supported by a new Business Partnership and Growth Team.
