Warning Issued After Illegal E-Bikes Seized in Cornwall

Police in Penzance have issued a warning following the seizure of more illegal vehicles by the Cornwall Neighbourhood Support team.

In a message shared by Penzance Police, officers reminded the public that certain types of electric bikes being used on the roads are not legal and can pose serious risks.

What Makes an E-Bike Legal?

According to the update, an e-bike must meet specific requirements to be classed as an Electrically Pedal-Assisted Cycle (EPAC).

This means the motor should only assist while the rider is pedalling, and the assistance must cut out at 15.5 mph (25 km/h). The motor must also have a power output of no more than 250 watts.

If these conditions are met, the bike is considered legal to use.

When an E-Bike Becomes Illegal

Police warned that if a bike can move using battery power alone without pedalling, it is not classed as an EPAC.

Instead, it is treated as a motor vehicle under UK law. This means the rider would need tax, insurance, registration (V5C), and the appropriate driving licence. They would also need to follow rules that apply to motor vehicles.

Safety Concerns Raised

Penzance Police said these illegal vehicles “can and have caused serious injury to riders and pedestrians,” reinforcing the importance of understanding the rules before using them on public roads.

The reminder comes as officers continue to take action against illegal vehicles across Cornwall.
