North Cornwall MP Warns Motability Changes Could Hit Disabled Residents Hard

Thousands of disabled people across North Cornwall depend on a single scheme to get to work, see their doctor, and stay connected to the people they love. Now their MP says proposed changes from Westminster could put all of that at risk.

Ben Maguire, the Liberal Democrat MP for North Cornwall, has urged the Government to reconsider planned changes to the Motability scheme, warning they could have a “very serious impact” on disabled constituents across the constituency.

What’s Changing

The changes were announced in the 2025 Autumn Budget. From July 2026, VAT will be applied to Motability advance payments. A new 12% Insurance Premium Tax charge will also apply to vehicles leased through the scheme.

For people living in rural Cornwall, where bus services are patchy at best, a Motability car often isn’t a convenience. It’s the only way out the front door.

Maguire’s Intervention

After hearing directly from worried constituents, Ben wrote to the Department for Work and Pensions with official Written Parliamentary Questions. He asked ministers to spell out the impact of proposed changes to Motability mileage allowances for disabled people in rural areas, and whether proper consultation has actually happened.

He said: “I’m deeply worried about the very serious impact these changes could have on disabled residents here in North Cornwall.”

“For many of those across our rural communities, a Motability vehicle their absolute lifeline. With such limited public transport options, they’re prevented from accessing healthcare appointments, getting to work, and remaining connected with friends and family. The Motability scheme allows them to retain this independence.”

“I very much want to see more of my disabled constituents supported and encouraged into work, but taking away the vital tools to do that will be a disaster. These proposed changes come at a time when they’re already facing huge pressures from the cost of living, and these additional costs risk making essential transport even less accessible.”

“That’s why I have urgently raised these concerns directly with ministers on behalf of my constituents, and will continue pushing for changes to properly protect disabled people in rural areas like ours.”
