St Ives Becomes 40th Cornish Council to Reject South West Water

Cornwall’s town halls have been turning on their water company one vote at a time, and the running total has now hit a number that changes the conversation. With St Ives Town Council adding its name this month, the campaign against South West Water has crossed a threshold its organisers say turns local frustration into something a regulator cannot ignore.

What the 40th signature means

St Ives Town Council has become the 40th local authority to sign the Dowr Glan letter of No Confidence in South West Water. The name translates from Cornish as “Clean Water,” and the campaign describes the count as a shift from scattered protest to cross-party consensus.

June did most of the heavy lifting. Hayle, Newquay and Penzance town councils all voted to join during the month, three coastal authorities that carry weight along the north and south coasts. Organisers point to that run of votes as proof the movement has spread well beyond its original base.

The campaign frames the 40-council mark plainly. With St Ives now on board, and backing from hubs including Newquay, Penzance, Falmouth, Redruth, St Austell, Camborne and Hayle, Dowr Glan says the question of South West Water’s operating licence is openly on the table.

A motion inside Lys Kernow

The campaign is preparing its biggest move yet at Cornwall Council. By the end of July, every signed council letter will be formally handed over, with councils still able to sign ahead of that final date.

At the same time, a cross-party group has tabled an official motion for the July session. Cllrs Loveday Jenkin (Mebyon Kernow) and Dean Evans (Cornwall Greens) are leading it, supported by Julian German (Independent), Drew Creek (Cornwall Greens), Kate Ewert (Labour), Nicola Boase (Liberal Democrats) and Dick Cole (Mebyon Kernow). The motion asks Cornwall Council to add its own signature to the No Confidence letter.

Where the letter goes after Cornwall Council

Once the handover is complete, the declaration will be delivered to three destinations: all Cornish MPs, DEFRA and Ofwat. Dowr Glan describes the campaign as a non-partisan network of residents, councillors and environmental advocates, and says it is bypassing the usual regulatory route to demand water infrastructure be taken out of corporate hands and run as a non-profit public service.

The record behind the anger

The milestone arrives as patience with water company executives runs out. The leader of Devon County Council, Julian Brazil, raised the temperature this week with a blunt line: “There’s criminal activity going on here… maybe some people should be locked up.”

Cornwall’s case rests on a string of incidents. South West Water was handed a £1.85 million criminal fine for supplying contaminated, parasitic drinking water to its own customers. More recently the company was flagged for double billing customers in Cornwall after installing faulty meters. Campaigners argue that fines of this size have failed to change corporate behaviour, which is why they are going over the regulator’s head.

Julian German set out the argument for Dowr Glan:

“Reaching 40 councils, with St Ives signature and the massive backing of major hubs like Newquay, Penzance, Falmouth, Redruth, Saint Austell, Camborne, and Hayle, proves that this is no longer a fringe complaint. It is a democratic mandate. SWW has systemic failures built into its business model, prioritising shareholder dividends over public health. We are taking this message right to the doors of power in July. Our rivers and beaches are our lifeblood, and we are taking them back.”
