How stretched are Cornwall’s teachers? The numbers behind 279 schools

Every teacher in Cornwall is, on paper, responsible for a little over 18 children. That puts Cornwall in the middle of the South West table and slightly above the figure for England as a whole.

The numbers come from a study by vocational training courses provider Bright Pathway, which analysed pupil-to-teacher ratios for every local authority in England.

Where Cornwall sits

Cornwall has 279 state-funded schools, with 70,638 pupils and 3,859 teachers. That works out at 18.3 pupils per teacher.

Devon has the same ratio, with 96,570 pupils and 5,285 teachers across 371 schools. The England average is 17.9.

Of the 14 South West authorities in the study, Cornwall and Devon are joint sixth highest. Five areas have more pupils per teacher and seven have fewer.

The rest of the South West

South Gloucestershire and North Somerset have the highest ratios in the region, both at 18.8. Bristol and Torbay have the lowest, at 17.3. So the gap between the top and bottom of the regional table is 1.5 pupils per teacher.

Plymouth, Cornwall’s nearest city neighbour, comes in at 17.8, just below the England average.

Across England, Barnsley has the highest figure at 19.9 pupils per teacher. Camden has the lowest, at 14.5.

What the figure does and doesn’t mean

This is not the same as class size. The study divided the total number of pupils in state-funded schools by the total number of teachers, using the Department for Education’s School Workforce in England data for 2025/26 (pupil data and teacher data).

That count includes teachers who are not timetabled to a class, which is why average class sizes are always higher than the ratio. Only areas with at least 10 state-funded schools and 5,000 pupils were ranked.

“Pupil numbers alone do not give a full picture”

Bilal Ahmad, founder and director of Bright Pathway, said: “Cornwall has one of the largest school networks in the South West, with 279 schools serving a pupil population of almost 71,000. However, the size of a local authority’s pupil population does not necessarily determine how stretched its teachers are. Bristol has more than three times as many pupils as Torbay but the same ratio.”

Bilal added: “Looking at pupil numbers alone does not give a full picture of the resources that are available to schools. An additional pupil per teacher across an entire authority can mean significantly less one-to-one attention over the course of a school year. Schools will always need to prioritise access to qualified teachers in order to provide pupils with the individual support they need.”
