Cornwall Council Seeks Public Feedback on Dog Beach Restrictions

Cornwall Council is asking residents and visitors to share their views on when dogs should be allowed on beaches across the Duchy.

Current Rules on Dogs and Beaches

The current Public Space Protection Order (PSPO) limits dogs from going on 46 beaches during specific times in the summer. On most of these beaches, dogs are not allowed between 10am and 6pm from 1st July to 31st August.

However, beaches that hold Blue Flag or Seaside Award status have longer restrictions, running from 15th May to 30th September.

In addition, there are three protected wildlife areas around the Hayle estuary where dogs are not permitted at any time of year.

What’s Being Proposed

Cornwall Council proposes to keep the current dog beach restrictions in place for another three years, covering 2026 to 2028.

Finding the Right Balance

Councillor Thalia Marrington, cabinet member with responsibility for Community Safety and Public Protection, said:

“This is all about getting the right balance and making sure that everyone can enjoy our beautiful beaches.

“The current restrictions allow people to take their dogs for a beach walk in the early morning and the evening and give people who prefer a dog-free beach the reassurance of knowing when and where the restrictions are in place.

“This consultation is an opportunity for people to have their say and tell us if the current rules are working for them.

“The feedback will help us shape the next Public Space Protection Order for 2026-2028.”

Enforcement and Penalties

Cornwall Council’s Dog Welfare Enforcement and Civil Enforcement officers, along with some Town and Parish Council officers, patrol beaches throughout the summer to ensure compliance.

Anyone found with a dog on a beach while restrictions are in place will first be advised to leave. If they refuse, they will be issued with a £100 Fixed Penalty Notice.

Residents have until the consultation closes to share their thoughts on whether the current rules strike the right balance for both dog owners and beachgoers.
