Busted by CCTV: Woman Fined for Littering and Dog Fouling in Newquay

A woman has been fined after CCTV cameras caught her littering and allowing her dog to foul in a public place in Newquay.

The incident took place in November 2024 when CCTV operators spotted the woman throwing what appeared to be a dog poo bag through a fence towards a railway line. Shortly after, her dog fouled, and she failed to clean it up.

The footage was passed to Cornwall Council’s Enforcement team, who launched an investigation and later identified the woman. She admitted both offences.

Fines Issued

As a result, she was handed two Fixed Penalty Notices—one for £225 for littering and another for £100 for allowing her dog to foul. Both penalties have since been paid in full.

Council Warning

Martyn Alvey, portfolio holder responsible for Enforcement at Cornwall Council, said:

“If you want to have a dog, it’s your responsibility to pick up its mess and dispose of it appropriately.

“Leaving dog mess behind is not only unsightly for everyone else but it’s also unhygienic.

“We take these offences seriously and when we do have evidence and can identify the person responsible, we will take action.”

Cornwall Council continues to encourage residents and visitors to dispose of waste responsibly to keep public spaces clean.
