Former Cornish MP Matthew Taylor Appointed Chair of Cornwall Partnership NHS Foundation Trust
Lord Matthew Taylor of Goss Moor has been appointed as the next Chair of Cornwall Partnership NHS Foundation Trust.
He will take over from Margaret Schwarz, who leaves the Trust at the end of this year after completing the maximum term for non-executive board members.
A Familiar Face in Cornwall
Matthew has deep roots in Cornwall and the Isles of Scilly. He served as the MP for Truro and St Austell for more than two decades before entering the House of Lords in 2010, following his inclusion in the Dissolution Honours List.
Beyond politics, Matthew brings significant board-level experience from his work with organisations such as the National Housing Federation, representing the not-for-profit housing sector, and Kensa Group Ltd.

Speaking about his appointment, Matthew said:
“As a lifelong Cornish resident and passionate advocate of the National Health Service, I feel privileged to be asked to take on this role.
Cornwall Partnership NHS Foundation Trust is responsible for delivering a vital range of NHS services across Cornwall and the Isles of Scilly. I am, like everyone across Cornwall, reliant on and hugely grateful for the fantastic work the more than 4000 dedicated staff put in day in and day out all year round.
It will be a real privilege to work with them to meet the challenges of delivering the highest quality services possible across every community.”
Recognition for Outgoing Chair
Trust Chief Executive Debbie Richards expressed her gratitude to Margaret Schwarz for nearly a decade of service.
“I wish to thank Margaret for her outstanding contribution to the Trust over almost 10 years, serving 4 years as our Chair. She has been a compassionate and inclusive leader and has led the Board with improving patient care at her heart. We wish her the best for the future.

John Govett, Chair of the Integrated Care Board of NHS Cornwall and Isles of Scilly and NHS Devon, also welcomed Matthew’s appointment.

Matthew will chair his first Board of Directors meeting in January 2026.
