Outline Application Submitted for 300 Homes in Saltash

An application has been submitted to bring up to 300 new homes to Saltash, with developers outlining a wider package of community features and infrastructure as part of the plans.

Persimmon Homes Cornwall & West Devon has lodged an outline application for the development at Latchbrook Farm. The submission seeks to establish the principle of development, with more detailed plans to follow if it is approved.

Plans Shaped by Local Engagement

Ahead of submitting the application, Persimmon said it carried out extensive engagement with the local community. This included working with Cornwall Council, its Design Review Panel, and planning committee members, as well as speaking with consultees and offering to meet Saltash Town Council.

A public consultation was also held, supported by a dedicated website made available before submission.

As a result of this engagement, the plans now include land for a community hub within the development.

Affordable Housing and Green Space

The proposal sets aside 30% of the homes for a local housing association. This is intended to help address Cornwall Council’s housing waiting list, which stands at more than 25,000 households.

Alongside housing, the scheme includes:

  • Active travel networks
  • An equipped playground
  • A natural play area
  • More than half of the site reserved as green space
  • Biodiversity net gain measures
  • Wildlife corridors
  • Bike storage facilities

Infrastructure and Connections

The development is expected to be supported by wider infrastructure, including financial contributions worth millions of pounds if approved.

Plans also aim to link the site with nearby developments. A site for a new school has already been reserved to the north, with Persimmon set to contribute towards its opening or improvements to existing schools.

A neighbourhood centre is also proposed at Treledan, with future residents expected to have a direct connection once a planned overpass is built.

The scheme includes proposals to connect into a cycle and pedestrian overpass from Treledan over the A38 onto Liskeard Road. There are also efforts to provide a bus stop to serve the area.
