Three senior exits at Cornwall Council prompt emergency meeting call
Three of the most senior people at Cornwall Council have announced they are leaving in the same month. Now one councillor wants every member of the council brought into the chamber to hear what happens next.
Councillor Sean Smith, who represents St Cleer & Menheniot and is the Reform UK Group Whip, is calling for an emergency meeting of Cornwall Council at County Hall.

The departures behind the call
The request follows announcements that Chief Executive Kate Kennally, Chief Operating and Finance Officer Annabel Scholes and Service Director Rachael Rothero are leaving the authority.
Sean said he was not suggesting the three departures were connected.
“Three senior departures announced this month are cause for serious concern. We are not claiming they are linked. We want clear answers about leadership, financial safeguards and the protection of services,” he said.
“The Liberal Democrat and Independent administration must bring all councillors together for a full public briefing. Residents deserve to hear the facts and the questions being asked on their behalf.”
Recall, explain, reassure
Sean has set out three demands under the slogan “Recall. Explain. Reassure.”
Recall. He wants an emergency public meeting to explain as much as can lawfully be shared about the departures. He is also asking the council to say which officers are now responsible for running the authority and overseeing its finances, and what safeguards are in place.
Explain. He plans to seek an emergency motion requiring a clear report on:
- the current financial position and expected shortfall this year
- the forecast funding gap next year
- current debt, expected growth and repayment costs
- available reserves and the action needed to protect services
Reassure. He is calling for a plain English account of money coming in, money going out and major contractual commitments. That would include the costs, who approved them and how value for money is checked, subject to lawful protections.
The figures he is pointing to
Sean cited two sets of numbers in support of the call.
“In September, staff were warned of an £11 million in-year budget deficit and tighter spending controls. Reported borrowing stood at £1.571 billion at 31 March 2026, placing Cornwall seventh among English councils by total debt,” he said.
“We need to see the current safeguards and know that qualified officers are in place to protect public money. I will seek to bring an emergency motion requiring an up-to-date financial report. Councillors and residents should be able to follow the money, understand the risks and judge the recovery plans.”

Questions held in private
Matters relating to chief officers have been considered in private by the council’s Chief Officers Employment Committee. According to Sean, a member of that committee has publicly confirmed signing a confidentiality agreement.
“I respect the need to protect personal employment information. The council must still explain its decisions, financial commitments and leadership arrangements as fully as the law allows,” he said.
He also wants a direct answer on one point in particular. “Does the council still assess the risk of a Section 114 notice as low, and what evidence supports that judgement?”
Whether an emergency meeting will be held has not been confirmed. Sean’s own summing up was brief.
“Residents deserve openness. Councillors need the facts to do their jobs. The administration must provide both.”
