Police Launch Operation Forerunner to Tackle Illegal E-Bike Use in Devon and Cornwall

Police Target Dangerous Modified E-Bikes

Special Constables from Devon and Cornwall Police Roads Policing Team have launched Operation Forerunner, a new effort to tackle the illegal use of electrically assisted pedal cycles (EAPCs/E-bikes). The move comes in response to increasing concerns from residents about the safety risks posed by these vehicles when modified or used improperly.

Police say the operation aims to reduce the illegal use of E-bikes, address public safety concerns, and prevent accidents. There have been multiple reports of riders speeding through pedestrian areas and on pavements, endangering both themselves and others.

Bikes Travelling Over 40mph Seized

During the first operation in Plymouth on Saturday 8th February, officers seized seven vehicles, including illegally modified bicycles with motors capable of exceeding 40mph. Several riders were also reported for offences, including:

  • Driving otherwise than in accordance with a licence
  • Using a motor vehicle without insurance

A spokesperson from the Special Constabulary Roads Policing Team highlighted the dangers, saying:

“The presence of E-bikes on pavements and pedestrian areas has caused significant public nuisance with members of the public reporting to feel unsafe and inconvenienced by the reckless behaviour of some riders.

“We have received a number of reports of people having to take evasive action and jump out of the way of these riders as they have been travelling at speed through pedestrianised areas.

“Several of the modified bikes we seized had motors in excess of 1000W continuous rated power.”

What the Law Says About E-Bikes

The Government has set clear rules for the use of E-bikes on public roads. Under current regulations, they can be used without a licence or insurance, but only if they meet the following conditions:

  • The cycle must have pedals that can propel the bike
  • The motor’s maximum continuous rated power must not exceed 250 watts
  • The motor must cut off when the bike reaches 15.5mph (25kph)
  • Riders must be at least 14 years old

Further Operations Planned

Operation Forerunner will continue across identified problem areas within Devon and Cornwall, supported by local policing teams, specialist resources such as the Commercial Vehicles Unit, and partner agencies including Immigration Enforcement.

Police are urging all E-bike users to follow legal requirements and prioritise safety to avoid enforcement action.
