New St Austell Development Plans Unveiled: Have Your Say on the Future of Penwinnick Road
Local residents in St Austell are being invited to participate in shaping the future of the former Cornwall Council offices on Penwinnick Road. Cornish developer Treveth is rolling out proposals for the redevelopment of this significant site and is keen to gather community feedback on the emerging plans.
Public Consultation Event Announced
Treveth will hold a public consultation event on Tuesday, 10th September, from 2pm to 7pm at the Pondhu Children’s Centre in St Austell. This drop-in event provides an opportunity for residents to view and discuss the initial proposals for the Penwinnick Road redevelopment.
The plans aim to transform the site into a vibrant new neighbourhood designed to foster social connections and provide a supportive environment for local residents. The development is set to include a mix of one, two, three, and four-bedroom homes and apartments, catering primarily to those living and working in the area, with an emphasis on preventing second home ownership.
A Sustainable Community in the Making
Treveth’s plans for Penwinnick Road focus on sustainability and community living. The 3.7-hectare site, which retains many of its established trees, will feature predominantly open market rental and affordable properties. In addition to residential spaces, the scheme includes a small local commercial centre that will provide job opportunities and essential amenities for residents.
Emma Rodgers, Senior Development Manager at Treveth, expressed her enthusiasm for the project: “We’re looking forward to unveiling our early concept plans for regenerating this important town centre site. This is an opportunity for the community to have their say on the emerging proposals for Penwinnick Road and to have input into the design as it evolves.”
About Treveth: Building for Cornwall’s Future
Treveth was established by Cornwall Council in 2019 with a clear mission to create new open market homes, sustainable communities, and commercial developments that directly benefit the people of Cornwall. In 2023, Treveth achieved B Corp certification, making it one of the first developers in the UK to reach this milestone, which reflects its commitment to balancing profit with purpose.
The developer offers a range of housing options, including open market rent, affordable rent, Shared Ownership, and homes for sale, aimed at people who live, work, or have family connections in the local area. Treveth is also a leader in low carbon development, striving to meet challenging carbon emissions targets set for 2030. Its 185-home scheme at Tolgus, Gwel Bassett, is an example of a market-leading low carbon estate.
Beyond residential projects, Treveth is expanding its portfolio to include commercial properties across Cornwall. These range from office and industrial developments to urban regeneration projects like the transformation of Pydar Street in Truro, a £160 million project that will include 320 new homes, student accommodations, cafes, and leisure facilities.

The consultation process will be open for feedback from 10th September 2024 until 27th September 2024. Members of the public can share their thoughts at the event or online via the Treveth consultation website.
For those unable to attend the event, all relevant information and a feedback questionnaire will be available online. Treveth encourages everyone with an interest in the future of St Austell to take part in this consultation and contribute to shaping the development.
