Mawnan Parish Council’s July agenda: park revamp and speed sign

Mawnan Parish Council meets on Tuesday 21 July, and the agenda for the evening has now been published. Among the items up for discussion are the next phase of Mawnan Park’s redevelopment, a long-running debate over a speed sign at the edge of the village, and two planning applications. There is also a batch of community notices, from an appeal for Speedwatch volunteers to a road closure later in the month.

The meeting on Tuesday 21 July

The council meets at 7pm in the Mawnan Memorial Hall. Anyone who wants to raise an issue is asked to contact the clerk before the meeting so it can be managed properly. You can read the full agenda and the draft minutes from June’s meeting on the council’s website.

Two planning applications are up for consideration. One covers proposed works at Tresco on Maenporth Road, including a front porch, rear extensions and a replacement detached garage. The other is a change to approved cladding at The Old Rectory on Old Church Road.

A £100,000 revamp for Mawnan Park

One of the bigger items is Phase One of the Mawnan Park Redevelopment Project. Councillors have been working through a draft tender worth £100,000, of which £76,587.19 is already committed from the council’s reserves. The remaining £25,000 to £30,000 is being donated by an anonymous benefactor.

Councillor Shiona Biggin and the clerk are also preparing a National Lottery Awards for All application for a further £20,000, which could widen the scope of the work if it is successful. At July’s meeting, councillors are due to take a recommendation from their office and finance committee to run the tender process and deliver the project.

Separately, the council has earmarked £600 to ask Cornwall Council whether planning permission is needed for a wildlife pond in the park.

A speed sign, and a wait for answers

Another item is likely to draw local attention. The speed indicator device (SID) near the entrance to the village has been in place for close to a year, but the data it records cannot be used for enforcement because it picks up vehicles outside the 20mph zone.

Highways officers have recommended moving the sign further into the village so any data captured can be acted on, with traffic calming measures placed at the top of Sampys Hill instead. At June’s meeting, residents said they were frustrated at the lack of progress and keen to see the situation resolved after nearly 12 months.

Councillors will now consider the minutes of a meeting held with Highways and residents, along with recommendations for relocating the device at the entrance to Carlidnack Road and for other road safety measures at the entrance to the village.

Speedwatch volunteers wanted

Away from the agenda, the Mawnan Speedwatch team is looking for new members. The group is part of the wider Community Speed Watch scheme run across Devon and Cornwall, which encourages drivers to slow down and works to cut the number of serious collisions on local roads.

According to the appeal, an average of 28,000 people are killed or seriously injured on UK roads each year, with speed often a contributing factor. Road closure and other notices

Grove Hill will be closed on 29 July from 9.30am to 3.30pm. You can see details of the closure on one.network.

Campaign group Dowr Glan has published a letter to Cornwall’s parish and town councillors in response to a recent announcement from South West Water. The group, which is calling on councils across Cornwall to back a formal vote of no confidence in the company, has set out its case in an open letter to councillors.

A number of local organisations have also shared their latest newsletters, including the Children’s Sailing Trust, Helford Marine Conservation, the South West Coast Path, Clean Cornwall, Active Cornwall, Cornwall Together and Keeping Cornwall Updated.

Finally, applications are open for Amazon’s Regional Creatives Fund 2026. The fund offers grants of up to £30,000 to UK charities that develop creative career pathways, and consortia can make a joint bid for up to £100,000. It is aimed at organisations helping people from underrepresented communities into careers in fields such as publishing, music, gaming, film, television, fashion, comedy and advertising. Charities, CIOs and CICs running creative upskilling programmes can apply, and the process takes around 30 to 45 minutes to complete.
