Newlyn Marine Skills Centre declared open to future-proof Cornwall’s fishing

For years, a Newlyn fisherman working towards a skipper’s ticket has had to leave Cornwall to sit the courses and licences that keep the fleet legal and safe. From this week, the training comes to the quayside instead.

The Lord Lieutenant of Cornwall, Colonel Sir Edward Bolitho KCVO OBE, unveiled a commemorative plaque on Wednesday 15 July to officially open Newlyn Pier & Harbour Commissioners’ Marine Skills & Resource Centre. It sits on The Strand, in the heart of the historic fishing port.

A centre of excellence on The Strand

The centre is intended to support and future-proof the Cornish marine sector by recruiting, training and retaining local people.

Seafood Cornwall Training will run a full range of qualifications and courses from the building, aimed at new fishermen and experienced seafarers alike, along with training for commercial crews and other employees in the maritime industry.

The Department for Environment, Food & Rural Affairs (DEFRA) will also occupy the centre, including the Marine Management Organisation (MMO) and the Centre for Environment, Fisheries and Aquaculture Science (CEFAS). That puts fisheries regulators and marine scientists in the same building as the people they work alongside.

The wider aim is to bring organisations and partners from the fishing and marine industries together under one roof, to encourage innovation, build supply chains, attract further investment and benefit local communities.

£2.1 million, most of it Town Deal money

Lead contractor R M Developments and project managers Ward Williams worked with architects Poynton Bradbury to deliver the £2.1 million centre. Of that, £1.75 million came from the UK Government’s Town Deals Programme, which is designed to deliver long-term economic growth and productivity.

Penzance Town Deal Board, working with Cornwall Council, successfully bid for a Town Deal worth £21.5 million to support a range of projects contributing to the regeneration of Penzance and Newlyn.

“It will make a real difference to Newlyn’s fishing fleet”

NP&HC Chief Executive Officer and Harbour Master Jonathan Poynter thanked Harbour Commissioners past and present for their foresight, along with everyone who brought the project through a stormy winter that added its own challenges.

“Working in partnership with the Town Deal Board and Cornwall Council has enabled us to create this crucial resource much faster than we could have done on our own, and we know it will make a real difference to all those in Newlyn’s fishing fleet who have previously had to travel further afield to gain their skipper’s tickets and licences to operate,” he said.

Seafood Cornwall Training Manager Clare Leverton set out the breadth of what will be taught, from sea survival, firefighting, first aid and safety through to engineering, watchkeeping, navigation and radio operation.

“We are also determined to minimise personal risk in a profession that is defined by severe weather, unpredictable oceans, long shifts and heavy machinery, and help our fishing community to remain safe,” she said.

For NP&HC Chair Paul Durkin, the centre is one piece of a bigger plan for the harbour. He described a strategic vision to expand Newlyn for the future fishing industry, make room for larger, modern boats and industrial-scale storage, and broaden the range of operations at the port.

“We exist to support Cornwall’s fishing and maritime industries, and this new Centre will enable local people to achieve essential qualifications without leaving the harbour,” Paul Durkin said.

Penzance Town Deal Board Chair Martin Tucker noted that Penzance was one of 101 towns in the UK, and four in Cornwall, invited to bid for the Government’s £3.6 billion Town Deal Fund. One of its aims is to back projects that support skills development and business growth.

“This new Marine Skills & Resource Centre in Newlyn, which benefits from this funding, will not only provide vital training but also help to develop and sustain Cornwall’s fishing industry for generations to come,” he said.

Cornwall Council’s Cabinet Member for Economic Regeneration and Investment, Cllr Tim Dwelly, called the building another step towards the port’s regeneration.

“In an increasingly challenging financial and political landscape, it is only by working together that we can maximise the impact of available funding, support local people by helping them to upskill, and stimulate local, economic growth,” he said.

Remembering Conor Moseley

Among the guests were members of Conor Moseley’s family. Conor died in an industrial accident aboard a fishing vessel berthed in Newlyn Harbour in 2019. His mother, Tracy, attended the opening alongside his sister, Shannon Moseley, and his aunt Sandra Pascoe, known to the family as Aunty Sasa.

The commemorative plaque carries a dedication remembering Conor in the names of his parents, Tracy and Steve Moseley.

More on the funding is available through the Penzance Town Fund.

Outside, the surrounding flower borders were planted by the Newlyn Community Flora Group with locally sourced species chosen for year-round colour, texture and interest, and as a food source for pollinators. The planting was funded by NP&HC.
