Cornwall voluntary sector chief Emma Rowse joins NHS Trust board
She has spent close to a year at the table as an associate. Now Emma Rowse has a full seat on the board that helps steer Cornwall Partnership NHS Foundation Trust.
Cornwall Partnership NHS Foundation Trust has appointed Emma as its newest non-executive director. She took up the role on Thursday (1 October), having served as an associate non-executive director since November 2025.
Emma is Chief Executive of Cornwall Voluntary Sector Forum, and she will carry on in that job alongside her new one.

Who is Emma Rowse?
As leader of the Voluntary Sector Forum, Emma supports the voluntary, community and social enterprise (VCSE) sector across Cornwall and the Isles of Scilly. She is an advocate for the role of communities in shaping the services they use, and she also chairs the South West Regional VCSE and NHS Network.
She brings more than 20 years of experience working in local government and the NHS.
Outside work, Emma enjoys spending time in the garden or walking her three dogs. She co-owns a yoga studio and is an advocate for equality and inclusion.
What the Trust’s chair says
Matthew Taylor, Chair of Cornwall Partnership NHS Foundation Trust, said: “I am delighted to welcome Emma as a full non-executive director. She has already brought valuable experience and insight to our Board.
“Emma knows the vital role that local groups play in supporting people. Her experience will help us build stronger links with our communities and listen to their views when we make decisions.”

‘Make sure local voices are heard’
Emma said: “It has been a privilege to serve as an associate non-executive director. I am delighted to continue that work as a non-executive director. Charities, social enterprises, community groups and volunteers make a real difference to people’s lives, and often fill gaps in public sector provision. There are huge opportunities for local people, the VCSE and the NHS to work together.
“I want to bring those connections and more than 20 years’ experience working in local government and the NHS to the Board and help make sure local voices are heard. By listening and working together, we can provide care and support that creates health and wellbeing in our communities, prevents ill health and supports people when they need it, closer to home.”
