It began with a car parked outside a marked bay at a Penryn car park last November. Eleven months later, it has cost the driver more than £2,270.

Stephen Lang, 58, of St Martins Crescent, Camborne, has been found guilty of littering after throwing a parking fine notice on the ground in the direction of a civil enforcement officer.

What happened at Exchequer Quay

The incident happened at Exchequer Quay car park in Penryn on 20 November 2025.

The court heard that a Cornwall Council civil enforcement officer had issued Stephen with a Penalty Charge Notice after his vehicle was found parked outside a marked bay.

Stephen approached the female officer and challenged the notice. He then took it off the vehicle and threw it onto the ground.

The officer picked the notice up and put it back on the vehicle, beneath the windscreen wiper.

So he removed it again. This time he screwed it up and threw it in the direction of the officer.

Caught on camera

The whole thing was recorded on the officer’s body-worn camera, and by the CCTV that covers the car park.

Stephen was issued with a £250 Fixed Penalty Notice for littering. He did not pay it, despite a reminder and a warning that the matter could be referred for prosecution.

Found guilty in his absence

The case was heard at Truro Magistrates’ Court last Wednesday (14 October). Stephen did not attend the hearing, and the court found him guilty in his absence.

He was ordered to pay:

  • a £250 fine
  • £1,920.90 in costs
  • a £100 victim surcharge

That comes to £2,270.90 in total. The littering offence was separate from the original parking Penalty Charge Notice.

“We will not tolerate any abuse”

Cllr Thalia Marrington, Cornwall’s cabinet member for community safety and public health, said: “It is both unacceptable to litter as it is to be aggressive to an officer doing her job. We will not tolerate any abuse towards our officers.”
