Saltash’s new Essa Ward councillor won’t be chosen by vote

There is a seat on Saltash Town Council waiting to be filled, and for once nobody will be putting a cross in a box to decide who gets it. The town is looking for someone to represent Essa Ward, and the person who takes the role could be sitting round the table within weeks, without a single ballot cast.

Why there’s no by-election

A Notice of Vacancy for Essa Ward was published in July 2026, the standard first step whenever a council seat becomes empty. That notice gives electors a set window to request a by-election. This time, nobody did. Cornwall Council has now confirmed that no such request came in within the statutory timeframe, which means the seat will instead be filled by co-option.

Co-option is simply the process councils use when a by-election isn’t triggered. There’s no public vote. Anyone eligible submits an application, and the sitting councillors decide who joins them, rather than the electorate at the ballot box. For Essa Ward, that decision will be made by current members of Saltash Town Council at the Full Town Council meeting on Thursday 1 October 2026.

What the job actually involves

Councillors on the town council work through decisions on a wide range of local matters, from planning and community projects to representing residents’ views back into the council’s own work. It’s the kind of role that shapes small, everyday parts of life in Saltash as much as the bigger strategic calls.

Nobody applying needs to have done it before. The council says training, guidance and ongoing support are available to anyone who takes up the seat, and it’s actively encouraging people who might not think of themselves as typical council material to come forward.

Mayor Cllr Brian Stoyel put it simply: “I would encourage anyone who has a vision for Saltash to get involved. Being a Town Councillor is a rewarding opportunity to represent your community, help shape local priorities and make a positive difference to the town. You do not need previous experience to apply. Ongoing support and training are provided to help councillors develop the knowledge and skills they need, and we welcome applications from people of all backgrounds and experiences.”

How to put your name forward

The recruitment window opened on Monday 31 August and runs until Friday 25 September, when applications close at 12.00pm. The Co-Option Policy and the application pack are available through the council’s website, or by emailing [email protected] to have one sent over.

Anyone weighing up whether to apply can also go straight to the people already doing the job. Contact details for current councillors are listed on the council’s site, and the council is encouraging prospective applicants to reach out directly for a sense of what the role really involves before the deadline lands.
