Cornwall Council Records 35 Abuse Incidents Against Binmen

Bin Crews Face Shocking Abuse on Cornwall’s Streets

Refuse collectors working across Cornwall were subjected to dozens of incidents of abuse last year, according to figures obtained through a Freedom of Information request.

The data shows that 35 incidents of verbal abuse directed at Cornwall Council’s waste management staff were recorded between April 2024 and March 2025.

The figures were obtained under the Freedom of Information Act by Accident Claims Advice and highlight the challenges faced by frontline workers carrying out waste collection across the county.

Dozens of Abuse Incidents Recorded

The 35 incidents were logged during the 2024/25 financial year across Cornwall’s waste collection services.

The council did not provide figures for the previous financial years of 2022/23 or 2023/24, but the cluster of reported cases during 2024/25 suggests the scale of abuse faced by staff during routine collections.

Despite the incidents, Cornwall Council recorded no general workplace injuries among waste collection staff during the same three year period. The council also confirmed it had paid no injury compensation over that timeframe.

Comparison With Other Councils

Figures from other parts of the country present a different picture.

Dorset Council reported 11 assaults over three years, which is significantly fewer than the total recorded in Cornwall during a single year. However, Dorset logged 230 workplace injuries among refuse workers over the same period.

Elsewhere, Leeds City Council reported 52 assaults and 123 workplace injuries over three years. The council also paid £104,168 in injury compensation to refuse staff during that time.

Concerns Raised About Worker Safety

The figures have raised concerns about the safety of refuse collectors who work daily on public streets.

Patrick Mallon, Head of Department for Accidents at Work and Public Liability Claims at JF Law, said the disclosures show worrying patterns.

“What these disclosures show is a pattern that can no longer be dismissed as isolated wrongdoing,” said Patrick Mallon.

“Refuse collectors perform an essential public service, often in challenging conditions. Yet the number of assaults they face highlights the risks frontline workers encounter every day.”

Patrick Mallon also said that some incidents may not always be reported.

“That silence should not be mistaken for absence of harm. It reflects fear and a system that too often normalises abuse as part of the job.”

Abuse May Be Under Reported

National evidence suggests that violence and harassment against frontline workers may be under reported, with some staff believing that verbal abuse from members of the public is simply part of the job.

Under the Health and Safety at Work etc. Act 1974, employers including local authorities have a legal duty to protect their staff and reduce risks to workplace safety.

Accident Claims Advice says it offers legal support and advice to people affected by workplace injuries or assaults, including a free consultation and a 24 hour helpline through its website.
