What is Operation Snap?
Operation Snap is a secure online facility that allows members of the public to submit video evidence of moving traffic incidents they have witnessed. The system has been developed with support from the Department for Transport.
Drivers and road users can upload footage directly through the police website, helping officers identify and deal with potential offences.
Submissions on the Rise
The team reported a steady increase in submissions in recent months. In the last month alone, 863 reports were received.
Of those, 59% resulted in what police describe as “positive action”. This can include:
- A warning letter sent to the registered keeper
- An educational course offered
- A fixed penalty as an alternative to prosecution
- A court summons in the most serious cases
Why Some Reports Are Rejected
Not every submission leads to action. Police confirmed that some reports are not progressed for several reasons, including:
- No clear evidence of an offence
- The vehicle cannot be clearly identified
- The footage is not original or does not meet requirements
- The report is submitted more than 14 days after the incident
These factors mean the case cannot be pursued for legal reasons.

How to Submit Footage
Anyone wishing to submit footage can do so via the official Operation Snap page on the Devon & Cornwall Police website.
You can find more information and upload evidence here:

Police are advising anyone considering a submission to read the FAQs carefully to ensure their footage meets the required standards before uploading.
