Could Cornwall Be Forced to Merge With Devon Against Its Will?

North Cornwall’s MP has warned that Cornwall could be absorbed into a wider regional authority alongside Devon or Plymouth, under powers contained in the Government’s English Devolution and Community Empowerment Bill.

Ben Maguire, the Liberal Democrat MP for North Cornwall, raised the alarm in Parliament this week during consideration of the Bill, speaking specifically on Lords Amendment 98.

What Does the Bill Actually Say?

Maguire’s concern centres on the sweeping powers the Bill hands to ministers, allowing them to impose structural changes on local government without what he describes as proper consent, consultation, or legal safeguards for Cornwall.

Despite assurances from ministers that Cornwall could receive a so-called ‘bespoke’ devolution deal, the MP says there is still nothing in writing that would legally protect the Duchy’s unique National Minority Status, or prevent it from being folded into a wider regional body.

“Nothing Legally Binding”

Speaking after his parliamentary address, Ben said: “For months, ministers have suggested that Cornwall could receive a bespoke devolution deal, yet there is still nothing in writing and nothing legally binding to protect us.”

He added: “Without these safeguards, this Bill risks handing ministers the power to override Cornwall’s wishes and impose structures that the Cornish people outright reject.”

Cornwall’s Unique Status at Stake

Central to Ben’s argument is Cornwall’s recognised National Minority Status, along with its distinct identity, culture, language and history. He argued in Parliament that international protections relating to that minority status currently have no legal recognition within the Bill, leaving Cornwall exposed to decisions imposed from Westminster.

“Our Duchy has a unique identity, culture, language, and history, as well as recognised National Minority Status,” Ben said. “We therefore deserve a devolution deal on our own terms.”

His message to the Government was unambiguous: “Cornwall says no to any forced merger with Devon or any wider South West authority.”
